Background

Under several preceding RTG’s, NATO has advanced the State-of-the-Art for active imaging and laser radar. These groups have contributed to NATO advances in active sensors, and the development of advanced discriminants for targeting and fire control. Over these many years, a wide variety of active imaging techniques and systems have been developed, such as scanning laser radar, 3D flash laser radar, 2D gated SWIR imaging, digital holography systems and vibration sensing. Additionally, these techniques or systems are applied to a wide variety of tactical applications, such as targeting and fire control, and long range target ID, human target/hostile intent. In addition, passive optical sensor systems for generating 3D data have also gained a lot in importance, particularly in the civil sector.

Objectives

The technical objectives of this RTG are to build consensus on the 3D active and passive imaging and data requirements for tactical activities in the urban environment. A further aim is to develop an understanding of the scenarios in which active and passive systems have their specific advantages and how such systems can be meaningfully combined.The panel will coordinate the most recent 3D active and passive EO/IR sensor development activities of the member nations, including: • Coordinate the most recent EO/IR sensor development and data collection/exploitation activities of the participating Nations • Identify specific and unique challenges associated with EO/IR sensing in the urban environment • Facilitate data exchange and evaluation by standardization of 3D data formats and associated meta-data. • Consider advanced 3D data post-processing and data labeling methods to enable Artificial Intelligence (AI) and machine learning capabilities • Develop metrics/performance parameters for active/passive sensing approaches, compare active and passive approaches to 3D sensing • Conduct analysis/simulation/experiments of potential systems and identify technology difficiencies or potential systems approaches to provide a potential capability Member Nations of the RTG will exchange data/information, evaluate state-of-the-art sensors relevant to the application space, leverage existing efforts, and develop assessment methodologies for the 3D urban environment.

Topics

SET-300 is a follow-on RTG to SET-205 “Active Electro-optic Sensing for Target Identification and Tactical Applications” in which several RTGs worked together to create field-test scenarios, collect data with national hardware, and distribute the data for analysis from multiple groups. For the proposed RTG we plan to work closely with SET-266 “Multi-functional EO/IR Sensors for counter-surveillance” (Chair: Ken McEwan), SET-260 “Assessment of EO/IR Technologies for Detection of Small UAVs in an Urban Environment” (Chair: Marc Chateauneuf) and SET-ET-113 “Advanced Infrared Laser Component Technology” (Chair: Rita Peterson) to achieve 3D sensing goals for the urban environment. Sensing in urban environments is of primary importance to NATO and the associated RTGs.
